TSA Implementation: Credit must go to President Goodluck Jonathan and Ngozi Okonjo-Iweala
"Fighting Corruption is Dangerous" a book by Ngozi Okonjo-Iweala is one book I recommend for all Public Administration and School of Government scholars in all developing markets and democracies.
Until I picked up this book and decided to read it in detail, I never knew that TSA (Treasury Single Account ) , an integrated government financial system designed to curb corruption and ensure transparency, was the brainchild of Ngozi Okonjo-Iweala based on her mandate to help the President Goodluck Jonathan administration manage the economy.
It will appear, from reading this book, that the government of President Goodluck Jonathan did quite a whole lot on reducing corruption in the areas of Pension scam, Ghost workers and ghost pensioners.
I give Ngozi Okonjo-Iweala and President Goodluck full credit for their ideation and implementation of a financial management restructuring system with a view to reducing cost of governance, which they did with the GIFMIS (Government Integrated Financial Management Information System) and IPPIS ( Integrated Payroll and Personel Information System)
The resistance from the ministry of Defence and the Ministry of education, two of the highest government employees, is indicative of how CORRUPTION fought back.
Their creativity in managing the issue till late 2014 must be acknowledged.
If TSA is saving government a lot of monies today, the credit, I believe, should go to those who saw to its ideation and implementation. That some ministries resisted and thereby making it to linger for President Muhamadu Buhari to complete the full implementation, does not give the administration the moral right to take credit for the brilliant efforts of the last administration.
Aside of the Arms deal scam which happened under his watch, I doubt that any leader in the history of this country has ever introduced and implemented such a revolutionary public financal model.
Let me now use this opportunity to apologize to President Jonathan for heaping so much blame of the rot on our system on his head.
Even people who are commucations professionals often fall victim to the dangerously damaging power of propaganda.
May we discover Nigeria out of "NAIJIRIYA"
